Maui Economic Opportunity, Inc. is a nonprofit Community Action Agency committed to helping low income individuals and families become stable and achieve economic security. MEO’s services are constantly changing to meet the needs of children and families, the disabled and medically needy, and the elderly and other low-income individuals. MEO works with more than twenty-five community partners to help people and change lives. All MEO programs are tangible translations of the Promise of Community Action.

MEO human services transportation services provided via County of Maui grant appropriation: Ala Hou, Easter Seals & Adult Day Care, Employment for the Disabled, Community (Expansion), Dialysis, Low-income and Economically Challenged, Kaunoa Leisure Program, Ka Lima O Maui Program, Rural Shopping Shuttle, Senior Nutrition Program, Youth (Expansion), Youth (Maui & Molokai)


“On the Move Again”

This program funded by the County of Maui for person with disabilities who need accessible transportation. To apply for this specialized program, contact MEO Transportation. Reservations may be made during office hours, Monday – Friday, 8:00 a.m. – 4:30 p.m., up to 14-days in advance but no later than 3:00 pm the business day prior to pickup time. Medical appointments are a first priority when dropping off passengers and should be made no earlier than one and one-half (1-1/2) hour after the scheduled pickup time.

Other MEO transportation services include: HeadStart Program, Hospice of Maui, Independent charter, Maui Memorial Medical Center, Medicaid, Para-transit provider for Maui County – Emergency Operation Center.

If you have a disability that prevents you from using the regular Maui Bus service, you may be eligible for our ADA paratransit service. ADA paratransit service is an advance reservation, curb to curb service for persons with disabilities who are unable to use the regular fixed route public transit service.

The County of Maui Department of Transportation provides ADA paratransit service through the Maui Bus. Paratransit service is available within corridors whose boundaries extend three-fourths of a mile on each side of each fixed Maui Bus route.



The Persons in Need Mobility Assistance Program assists low-income disabled individuals achieve economic security through supportive services which include subsidies for daily passes for the Paratransit Bus System.

Eligibility Requirements

1. Must be US Citizen or Permanent Resident Alien

2. Households with TANF, SSI or SNAP shall be eligible for an income exemption

3. Proof of income—pay stubs, self-employment income and expenses, award letter from Social Security, Welfare, unemployment & SSI, pension/retirement statement.

4. Qualified individuals must pay $45.00 payable to MEO in the form of cash or check prior to receiving a subsidized pass. No subsidy shall be issued prior to receiving payment.

5. The $45.00 shall be used to offset the total cost of the subsidy.

Maximum Subsidy is $75.00 per month

• Employment Core Services For Low Income Persons (ECSLIP)

• BEST Reintegration- Maui Economic Opportunity's B.E.S.T. (Being Empowered and Safe Together) Reintegration Program provides support services and training to prepare inmates for their successful return to the community.

• Enlace Hispano Program (Services for the Hispanic Community) Inter-agency linkages & referrals. Trained and experienced bi-lingual staff provide cultural sensitive integration services, translations, needs assessment, referrals, outreach, cultural community events, civic engagement, substance abuse education and work force development to the Hispanic community.

• National Farmworkers Job Program

• Low Income Home Energy Assistance Program {LIHEAP} (during the month of June)- LIHEAP provides heating and/or cooling assistance to needy Hawaii households by assisting with payments towards their utility bill.

• Rental Assistance- Maui Economic Opportunity, Inc. (MEO) is one of the administrators of the County of Maui Rental Assistance Program grant. This program is designed to help individuals and families in Maui County with assistance on rental deposit, utility deposit and ongoing rent subsidies for up to six (6) months at a declining schedule and contingent upon the applicant’s circumstances. All assistance is paid directly to the landlord of the rental or the utility company. This program is part of a homelessness prevention initiative, helping residents get into and sustain consistent housing.

•Persons in Need-60 Plus Program:
The Persons in Need-60 Plus Program assists low-income individuals achieve economic security through supportive services which include subsidizes for Hearing Aids, Glasses, Scooters and Dental work

Eligibility Requirements for the Persons in Need- 60 Plus Program:

1. Must be US Citizen or Permanent Resident Alien

2. Households with TANF, SSI or SNAP shall be eligible for an income exemption

3. Proof of income—pay stubs, self-employment income and expenses, award letter from Social Security, Welfare, unemployment & SSI, Pension/retirement statement.

Scooter- $1,000
Dental- $1,000

•Weatherization Assistance Program: A vital step to save energy and money. Services or products may include: LED or CFL light bulbs, Energy Star refrigerator, smart power strip, Low-flow faucets, and shower heads

If applying, please bring the following-
1. Current electric bill.

2. Picture ID for all adults in the home.

3. Verification of Social Security numbers- cards for all household members.

4. Proof of age and or disability- birth certification for one child 0-5 years, OR verification of receipt of Social Security benefits, ONLY IF NO ONE IN THE HOME IS OVER 60 YRS. OLD.

5. Proof of income-for all household members, bring all that apply. Current

pay stubs, award letters from Social Security, Welfare, unemployment and SSI, Pension/retirement statement, SNAP, etc.

6. Rental agreement if renting.
